They were one of a few that ran American 12 spokes on the front.

Moats &Williams and Mullins are the two that spring to mind that ran the 12 spokes and twin Chryslers, the M&W car was also all red for a while, that's the version I was thinking of.
It's not Gopher State Timing Assn. they always ran the injector scoops backwards. Didn't Pusch & Cain run a Chrysler twin right at the end?

Just had a thought, I think Frakes & Funk ran twin chryslers with 12 spokes too. That's another possible.

Just did a quick google search, all the pics I find of Frakes & Funk top gas car have no nose. On Moats & Williams, I am not certain whether the all red car was just a re-piant on the chassis you posted with the twin down tubes, or a entirely different car.
