I was about to say that myself.  The spark arresters, water lines and boat drive are dead giveaways  Since it has Sharp heads it was probably built for racing, and more than likely in a crackerbox.  If so, the cam will be very 'lumpy'.  The flathead in my '32 3-w was built for a crackerbox and it was the nicest sounding flathead.
