Interesting, I have never seen an "Engine Revolutions in Thousands" counter before. Honestly, I think it is a reworked speedometer, there is no way that could work. 😉
I know the basement floor is down there because it's holding everything up. I just can't see it anymore.

Could you explain the function? Does it show the RPM the same as the needle and if so why the redundancy?

Heck...I could never see the use of it in a """""period correct"""" (oops) hot rod from the late forties to early fifties.  Probably the old script SW gauges with the revs came out of industrial equipment where service was required after a period of time.  But being a collector of the early SW gauges including the Auburn stuff, those rev/tachs came up quite often and I still pick them up at swaps.
