Bottom feed fuel tanks

I'm thinking of possibly putting EFI on my 3 window and using an inline electric fuel pump due to the fact none of the in tank ones will fit the tank that I made for it.  I found that the pump needs to be mounted below the lowest point of the tank and feed from the bottom.  Apparently they will not pull up a top mounted pickup to get the pump primed.  I'm not 100% sure but I think I have read somewhere that fuel lines that tap into the bottom of the tank are illegal for street use.  Anyone know for sure?

Build a sump in the bottom of the tank that slopes towards the rear, and put the outlet in the back of the sump. If you want, I can go outside and take a pic of the tank in my truck.
Most electric fuel pumps need a "head" on the inlet, or they will fail rapidly.

Thanks, but I decided to go ahead and cut the side off mine and add some baffles and a sump kind of like what you said.
